ALFRED E. SMITH, who insists that he will never return to public life, has written his autobiography with the discreet caution of a politician. Even in the title, "Up to Now," there is a hint that the years ahead may not be wholly barren of public service. Smith, after all, is far more useful as a public servant than as a writer of memoirs; interesting though the inside story of his crowded life might be.
