STUDIES SEEK RISE IN MONETARY FUND; Urge Increase in Quotas of Member Nations in Move to Bolster Resources

Both IMF and Group of 10 studies hold monetary system would be strengthened by moderate rise in IMF resources but find internatl liquidity sufficient now to obviate any sweeping reforms of system; rise in currency quotas furnished IMF by various countries mapped with 25% of each quota increase to be paid in gold; fund now low on usable Eur currencies though it has plenty of dollars and pounds; Group of 10 also plans 'multilateral surveillance' of bilateral deals such as currency swaps, to be managed through Bank for Internatl Settlements; sets expanded study of internatl payments mechanisms by OECD Working Party 3; assigns group under R Ossola to study possible need to create new 'reserve asset' to supplement gold, dollars and pound; will also weigh possibility of long-term loans for countries that have chronic low reserves; both IMF and Group of 10 see probable need for new reserves beyond normal growth in gold supply; back new network of voluntary internatl monetary cooperation; Repr Reuss scores Group of 10 rept
