Ralph Houk, who had two years left on his contract, resigned yesterday as manager of the Yankees after the final game at Yankee Stadium, which will be rebuilt over the next two years. Houk gave a tearful farewell to his players.

US scientists affiliated with PHS Central Amer research station in San Salvador have entered final stages in experimentation that they feel may lead to virtual elimination of malaria as major world health problem; without using insecticides, reduced by 99% malaria-carrying Anopheles mosquitoes at Lake Apastepeque, El Salvador, and in 5.4 sq mi of valley around it; are now looking for site in Central Amer to conduct operational trial in area of 50 sq mi; used chem developed by US Govt, known as Ent-61585, which sterilized 4.5-million male Anopheles mosquitoes; research is being conducted with Agr Dept and with cooperation of Govt of El Salvador, which has provided research station with lab space at no cost; experimentation involving lab sterilization of male mosquitoes described; Dr J Hobbs says that goal is to create environment in which there at least 10 sterile males to every normal male, giving females only 10% chance of laying normal eggs; no pollution problem is created; data indicate that malaria persists in large parts of Latin Amer, Africa and SE Asia; there are hundreds of thousands of cases in world each yr; map

Com for Econ Development, business-dominated non-profit research group, on Sept 30 urges that public colls and univs more than double undergrad tuition charges; recommendation parallels those of Carnegie Comm on Higher Educ and Coll Entrance Examination Bd; plan, put forth in rept titled 'Mgt and Financing of Colls,' adds respected voice to argument that govt subsidies of higher educ should not benefit all students equally but should be concentrated on those who demonstrate greatest need, even though 1 result is increased financial pressure on middle class; also urges public measures to help private colls survive; emphasizes more direct aid to individual students-who could use money for public or private schooling--in line with Nixon Adm policy; major effect of tuition plan would be to improve competitive position of private colls, which now charge, on natl avg, about 4 times as much for tuition as public insts; rept adds fuel to controversy surrounding social vs individual benefits of higher educ, and corresponding question of whether public or individual should pay higher share of costs; rept's specific recommendations include following: increase in tuition and fees at public colls to 50% of cost of instruction per student (charges at public schools now cover 25% of cost as opposed to 60% at private schools); emphasis in Fed and state funding on grants directly to students according to need; expanded, Fed-operated student loan program that would benefit middle- and upper-income families, who would be required to pay greater share of their public coll costs but would be excluded from grants based on need; recommendations are immediately scored by Amer Assn of State Colls and Univs exec dir A Ostar, who says rept expresses view of 'few multibillion-dollar corps and affluent private univs'
