Ford Foundation will withdraw its support of public TV broadcasting over next few yrs; withdrawal has prompted public TV indus to adopt new plan, under which individual stations will pay for production of natl programs and will determine which shows will be produced; Ford Foundation official David M Davis says orgn has decided upon ‘orderly withdrawal’ because time has come for indus to stand on its own feet; foundation staff members have been drawing up schedule of terminal grants to public TV stations that reptdly will amount to $40‐million over period of yrs; various forces in public broadcasting have set up task force to work out distribution of foundation's ‘goodby gift'; unit consists of Ford Foundation official Stuart Sucherman, Keith Fisher for Public Broadcasting Corp and Ward Chamberlin of Public Broadcasting System; public TV station operators recently voted to establish ‘marketplace cooperative’ that will create natl program schedule by dem process; radical aspect of plan is that most natl funds for public TV will be distributed to local stations rather than to central programing source; Public Broadcasting System will become distribution mechanism, rather than network that determines which programs will be produced and offered for natl presentation; WNET pres John Jay Iselin comments; Greg Harney, exec producer of The Advocates, says program will go off air in Feb unless it can raise $200,000 (L)
