Confidential memos prepared by some Dem members of HR Judiciary Com state that Pres Nixon took active part last yr in attempts to develop 2d Watergate cover-up plan when 1st one went awry; memos, drafted by com staff member William P Dixon, say Nixon reacted to disclosures of Watergate scandal in Mar and Apr '73 by counseling close associates to seek new ways to prevent scandal from touching White House; staff analyses, 2 of which were obtained by NY Times, were based in part on com transcripts containing sections of taped White House conversations that were omitted from edited White House transcripts; among conversations cited in 2 studies, but either absent from White House-edited transcripts or different from versions published by White House are: on Mar 17 '73, 4 days before Nixon has contended he 1st learned of scope of alleged cover-up, Nixon urged then-White House counsel John W Dean 3d to try to prevent officials of '72 re-election com from implicating then-White House chief of staff H R Haldeman; in meeting with Dean and Haldeman on Mar 21, Nixon chuckled and insisted, despite Dean's statement that it was not true, that White House cite com of Cuban-Amers in Miami as source of large cash payments to Watergate burglars; 1 day later, at Nixon's 1st meeting with ex-Atty Gen J N Mitchell, after learning of Mitchell's alleged role in cover-up attempt, Nixon told him to continue trying to contain scandal; in series of comments at Mar 22 meeting, Nixon described his order to Dean to write publishable rept on Watergate case as device to mask involvement of White House and campaign officials in cover-up; June 4 memo states that com transcripts could be interpreted to support assumption that Nixon never asked Dean to write a rept for purpose of giving him additional facts but merely so it could be relied on as excuse in event things came 'unstuck' and Nixon needed justification for inaction; documents contain 1st substantive information about significant differences between transcripts published by White House and transcripts made by HR Judiciary Com from same recording; some differences quoted (L)
