LEAD: A surge in exports, to the highest monthly level in six years, helped to narrow the United States trade deficit to $13.6 billion in March, the Commerce Department reported today.
LEAD: FESTIVAL mania has struck New York. Every spring, the city's calendar is filled with street festivals, fairs and parades, but rarely do so many occur on a single weekend. In the next 60 hours or so, it is likely that more people will be marching, eating, singing, dancing, shopping and schmoozing in the city's great outdoors than during any other weekend of the year.
LEAD: For the second time in two months, the Senate today passed a legislative package that would inject $7.5 billion in new money over the next two years into the insolvent fund that insures $900 billion of deposits at the nation's 3,200 thrift institutions. Today's vote was 93 to 3.
LEAD: Business inventories edged upward in March for the third consecutive month, and economists said sales would have to pick up soon to justify the growth in unsold stock.
