WASHINGTON, March 24. -- The Senate today by a vote of 72 to 1 directed its presiding officer to certify to the District Attorney for the District of Columbia for Grand Jury action that Harry F. Sinclair had refused to answer questions to put him by the Senate Committee on Public Lands, which is investigating the leasing of naval oil reserves to the Sinclair and Doheny oil interests.

WASHINGTON, March 24. -- Just before his retirement from the Cabinet in the early part of 1923, Albert Bacon Fall bought for his personal use, at a very low figure, the expensive Jacobean furniture which adorned the main office of the Secretary of the Interior. Mr. Fall paid the Government $231.255 for the furniture, which he is understood to have shipped to his ranch at Three Rivers, N.M.
