Kellogg Asks for Facts.; AMERICANS PROTEST FRENCH OIL PLANS

WASHINGTON, March 29. -- Ambassador Herrick at Paris has been asked by the State Department to make informal inquiries of the French Government relative to the proposed national oil monopoly which was approved last Saturday by the Finance Committee of the Chamber of Deputies. These inquiries are not being made with the view to making the information the basis for any protest by the American Government.
