WASHINGTON, Feb. 20. -- While a rumor that the United States had intervened in Nicaragua animated official and diplomatic Washington on this sleety, slushy Sunday, the State Department announced that additional armed forces are being landed on Nicaraguan soil to protect American and foreign lives and property and to preserve railway communication between the American Legation guard at Managua, the capital and the sea.
