MEMPHIS, Tenn., May 1 (AP). -- The sure remedy for present flood conditions in the Mississippi Valley is the construction of levees which will hold the stream, says a joint statement issued here by Secretary of Commerce Herbert Hoover and Major Gen. Jadwin, Chief of Army Engineers.
