Troops Rescue Rutland Victims.; FLOODS CAUSE HAVOC IN NEW ENGLAND

RUTLAND, Vt., Nov. 3 (AP). -- This city was isolated tonight by the worst flood conditions on record here, following a night and day of steady rainfall. Despite earlier reports that one of the reservoir dams near the city had been carried out by the flood, tonight both the Patch Dam, one mile north of Rutland, and the Chittenden Dam, six miles above the city, still were holding.
