ALBANY, Dec. 8. -- Governor Smith tonight replied to the letter of Alderman-elect George U. Harvey of Flushing, who asked that the Governor suspend Borough President Connolly of Queens and also prevent him from resigning. The Governor pointed out that he had no power to suspend a borough President unless this power can be linked up with the power to suspend a Mayor.
