WASHINGTON, Aug. 6.--A "proposal regarding cotton" was received from Germany today by the Federal Farm Board through the State Department, but neither the board nor the department divulged the contents or character of the note, which was described in press dispatches from Berlin as an offer for 600,000 bales on a three-year credit basis.
