WASHINGTON, April 5. -- President Hoover renewed today, in the face of Congressional criticism, his proposal for a joint legislative-executive board to work out government savings of more than $200,000,000 needed to supplement the billion-dollar tax bill in balancing the budget during the fiscal year 1933.
