CAMBRIDGE, Mass., May 19. -- Rowing under almost perfect conditions on the Charles River today, Harvard's crews turned back both Columbia and M.I.T. in varsity and freshman races.

ROME, May 19. -- The task of keeping Germany out of Central Europe, undertaken last March when Italy, Austria and Hungary signed the Rome protocols establishing close union in the economic and the political fields, was advanced another step with the signature at the Palazzo Venezia this week of several agreements of an economic nature designed to give the Rome protocols practical application.
