WASHINGTON, July 16. -- A new Federal Alcohol Administration Bill setting up permanent government control of the liquor traffic within limits laid down by the Supreme Court in the Schechter case, but breaking with the administration on two major points, was ordered to the House today by this Ways and Means Committee and placed in position to be acted on before the end of the week.
