CACERES, Spain, Sept. 21 (By Telephone to Lisbon). -- The town of Maqueda, key to Toledo and intended by the Madrid Government to be the Spanish Verdun, was occupied today by General Francisco Franco's Foreign Legion, Rebel headquarters announced tonight.
