MOSCOW, Oct. 7. -- The Soviet government issued a formal warning today that it would regard itself no longer bound by the agreement not to intervene in the Spanish civil war unless certain other powers signatory to this agreement-- meaning Germany, Italy and Portugal--immediately ceased giving military aid to the Spanish Rebels.
