FLORHAM PARK, N.J., Dec. 19. -- With high hopes and their bows and arrows, George W. Jacobs and Franklin L. Davis led a safari today into the neighboring woods, where once the noble redskin stalked his game. Their immediate aim was the wary deer, but their ultimate objective was to prove a point to the New Jersey Legislature.
