TACOMA, Wash., Dec. 29. -- A friend of the family declared tonight that negotiations for the return of kidnapped Charles Mattson, 10, son of Dr. W.W. Mattson, were "definitely under way" and that the $28,000 ransom would probably be paid within twelve hours.
