MEXICO CITY, Oct. 1--A widespread plot for seizing the city of Monterrey in the name of General Juan Andreu Almazan and causing the border State of Nuevo Leon to rise in arms was foiled shortly after 1 o'clock this morning when police and Federal troops burst into a house from which about 200 conspirators were about to set out to put their plan into effect.
