WASHINGTON, Jan. 9 -- The War Department waited today in momentary expectation that General Douglas MacArthur, Commander in Chief of the United States armed forces in the Far East, would report the beginning of a new and perhaps crucial attack by the Japanese forces on the Island of Luzon, site of the sole remaining American stronghold in the Philippine Islands.
