Under date of March 9, President Roosevelt transmitted to the Senate for its ratification a convention between the United States and Canada "providing for avoidance of double income taxation, modification of certain conflicting principles of taxation, reduction of certain rates of taxation, and establishment of exchange of information between United States and Canada" in income tax matters.
