LONDON, Saturday, Nov. 28 -- Although the latest communique made public here from Allied headquarters in North Africa described only preparatory actions, the Allied-controlled Algiers radio reported last night that the period of patrol activity had ended and Lieut. Gen. Kenneth A.N. Anderson's British First Army and American forces with it had left "defense positions for the big offensive" to smash the Axis hold in Tunisia.
