LONDON, Oct. 17 -- British officials are not unhopeful about the three-power conference that opens this week in Moscow. Despite all the talk in Moscow, London and Washington about the differences between the three powers, these officials are hopeful because they believe that the things that unite Russia, the United States and Britain are stronger than the things that divide them.
