WASHINGTON, Jan. 26 -- In a sharp denunciation today of the National War Labor Board as indulging in policies and practices "menacing to the system of private enterprise and the constitutional right of judicial review," the Select Committee of the House named to Investigate Executive Agencies of the Government called on Congress to define and limit clearly the board's powers.
