BERLIN, Dec. 12--A drastic 35 per cent slash in United States Military Government personnel has been ordered as part of a twofold policy of reducing expenditures and handing over more responsibility to the Germans, it was learned today. Thirteen per cent of this cut must be effectuated before Jan. 1.
