Delays of industrial mobilization like those early in World War II will be avoided in any future emergency, if it should occur. New methods now being used in Pittsburgh plants provide procedures which could be extended on a nation-wide scale if ecessary, Gen Brehon Sbmervell, president of Koppers Corporation, and formerly Commander of the Army Service Forces, revealed yesterday in a statemnt to THE NEW YORK TIMES.
