Although the failure of the Council of Foreign Ministers to reach an agreement was a disappointment last week to the financial community, the event had no repercussions in the security markets. Last-minute Congressional action, before adjournment, coupled with President Truman's message, sent stocks to the highest levels in about a month.

Francisco SĂĄnchez GĂłmez, known as Paco de LucĂ­a, was a Spanish virtuoso flamenco guitarist, composer, and record producer. A leading proponent of the new flamenco style, he was one of the first flamenco guitarists to branch into classical and jazz. Richard Chapman and Eric Clapton, authors of Guitar: Music, History, Players, describe de LucĂ­a as a "titanic figure in the world of flamenco guitar", and Dennis Koster, author of Guitar Atlas, Flamenco, has referred to de LucĂ­a as "one of history's greatest guitarists".
