BERLIN, March 21 -- Berlin was in a state of nervous tension today as the populace waited to see whether the Russians had walked out of the Allied Control Council for good yesterday or only for the week-end. The United States Military Police remained on the alert but the order affected no other troops and was presumably to forestall any possible minor clashes resulting from nerves.
