PARIS, Oct. 19 -- Dr. Philip C. Jessup, United States representative, told the United Nations Security Council today that the Soviet blockade of Berlin "is being intensified" and that "the duress of which we complained and which is a bar to negotiations is being increased even as the Security Council deliberates."
