Chief of ECA China Mission Urges We 'Stick Our Neck Out' With Aid; 'AFFIRMATIVE' AID TO CHINA IS URGED
SAN FRANCISCO, Nov. 1 -- A reshaping of United States policy in China was recommended today by Roger D. Lapham, chief of the Economic Cooperation Administration in that country. He said that "our middle-of-the-road policy" was "not getting us anywhere," and he advised that we "stick our neck out," give affirmative aid and "take full responsibility for that aid, control it, and see how it is spent, both economically and militarily."
