PARIS, Dec. 23 -- Marshall Plan nations must revise their fouryear plans and greatly reduce their anticipated imports if they are to bring their collective deficit with the rest of the world below $3,000,000,000 in the first year after American aid ends, according to a report today of experts of the European nations involved.
