WASHINGTON, Jan. 7 -- The bill of Senator Elbert D. Thomas to repeal the Taft-Hartley Act would abolish the Federal Mediation and Conciliation Services, leaving the Labor Department without conciliation power, according to legal authorities who have examined the measure.
