LAST week, on Mayor O'Dwyer's order, Investigation Commissioner John M. Murtagh began the latest of the city's drives against theatre ticket gougers. Although sensible people on Broadway recognize that a move was bound to come in a season that produced such tremendous hits as "Death of a Salesman," "South Pacific" and "Kiss Me, Kate," they cannot help wondering what in the end will be achieved.
