Negotiations Go On All Night; CONSULATE SIEGE IN SHANGHAI ENDS

SHANGHAI, July 31 -- Bleary-eyed and unshaven but still retaining a sense of humor, 39-year-old Reuben R. Thomas, of Rosebud, Ark., resumed his "negotiations" with former employes of the United States Navy here early this morning after an all-night talk-fest broken only by a half hour of sleep atop a filing cabinet.
