WASHINGTON, Nov. 9 -- Democratic victories and other results of yesterday's elections created widespread conviction at the Capitol today that President Truman would be in much stronger position to press for passage of the rest of his Fair Deal program at the next session of Congress. It was conceded, even by Southerners, that his chances were better now for making progress with some of his long-blocked civil rights proposals.
