WASHINGTON, Oct. 28--A master plan for six months' compulsory military training for all able-bodied youths as they become 18 years old was sent to Capitol Hill today for action by the next session of Congress. The program is designed to assure the nation "enduring strength" through a constant citizens' reserve.
