TOKYO, Thursday, Dec. 13 The Communists today invited the United Nations delegates discussing an armistice in Korea to make "a new proposal" that would guarantee the North Korean Communist state against interference with its internal affairs while neutral nations made inspections behind the lines during the cease-fire.
