CAMPAIGN years bring out a spate of campaign biographies of Presidential candidates (and sometimes of a President who may succeed himself) and 1952 is no exception. "Mr. President" is not one of these. It is a real and revealing piece of political literature.

It may be many months before holders of defaulted German dollar bonds can dispose of their investments in public exchanges here. In the meantime, however, a market is being established here for certain internal securities -- industrial, public utility and banking stocks -- of the former German Reich. And a market exists in Switzerland for many of the defaulted government and corporate dollar bonds of pre-war Germany.

WASHINGTON, March 22 -- The Eighty-second Congress, with at least four months remaining for further whetting of investigative appetite, already has out-investigated even the most inquisitive-minded of its predecessors, records indicated today.

There are two categories of issues in the Korean truce talks: subsidiary and major. For bargaining purposes, the Communists frequently scramble the two groups. The United Nations truce delegates have had constant difficulty during the nine-month negotiations in unscrambling them.

In an address in Chicago last week Keith Funston, president of the New York Stock Exchange, thrust an apparently unsuspecting head into a Donnybrook Fair of the economists. He made the statement that "an investment of $16,600 per employe is required to operate an industrial concern today."

" I have found in my long political career," a Congressman (Walter Pierce of Oregon) once observed, "that the strongest argument * * * my friends can make in my behalf is, 'He's going to win. You might as well get on the bandwagon.'"
