Western Europe last week pushed forward with the task of implementing the Schuman plan -- farthest advanced of its ventures toward unity. It also took an initial step toward the higher goal of a great political confederation on the Continent. But at the same time it was recognized that all such plans hinge largely on relations between France and West Germany, and in that area important problems remain to be solved.
