Malik today cast the fifty-second Soviet veto, thus blocking the admission of Japan to the United Nations until Japan complies with Soviet terms -- which include the termination of what Mr. Malik calls "the American occupation," and the conclusion of a peace treaty with the Soviet Union and with Communist China.
