NEW ORLEANS, Sunday, Feb. 15 -- Coast Guard headquarters here said SOS messages were heard from "somewhere in the Gulf of Mexico area" early today and that they were believed to have been sent by someone aboard a National Airlines DC-6 missing since last night with forty-six persons aboard.

The Eisenhower Administration now has behind it its first experience with managing Uncle Sam's war-swollen public debt. An issue of $8,868,000,000 of one-year certificates of indebtedness due today has just been converted into two issues of debt -- $8,114,092,000 of new one-year certificates and $620,228,000 of bonds not due until Dec. 15, 1958.
