Mayor Impellitteri submitted yesterday to the Board of Estimate a 1953-54 executive budget of $1,528,812,795 with the warning that it must be cut by $97,000,000 if the city continued to operate its own transit lines at a 10-cent fare instead of turning them over to Governor Dewey's "higher fare" transit authority by June 15.
