WASHINGTON, May 11 -- Theodore Kaghan, a current target of Senator Joseph R. McCarthy's investigating subcommittee for alleged past pro-Communist tendencies, has resigned as Deputy Director of the Public Affairs Division for the United States High Commissioner's Office in Germany.
