TOKYO, Friday, Oct. 30 -- The Communists rejected today a United Nations proposal that the meeting on arrangements for a Korean peace conference discuss its time and place before taking up its composition. Ki Sok Bok, North-Korean delegate, said in the session at Panmunjom, Korea, that the suggestion put forth yesterday by Arthur H. Dean, the Allied delegate, was a "trick."
