WASHINGTON, Aug. 13 -- Washington officials regard the Soviet Union's announcement of the coming demobilization of 640,000 men as a "potentially encouraging" sign.

CHICAGO, Aug. 13 -- Francis (Bo) Wininger of Oklahoma City surged from seven strokes back to move into the 54-hole lead of the $100,000 "world" golf tourney by a stroke with 209 today. The third round of the high-pressure quest for the $50,000 first prize saw Bob Rosburg, the half-way leader, soar to an 80 and a 54-hole total of 213.

SARATOGA SPRINGS, N. Y., Aug. 13 -- It's an old story. On an August morning in 1864 the Saratoga Association ran its first horse race -- the Travers, for 3-year-olds. The favorite lost. The Travers had its eighty-sixth running today. The 9-to-20 favorite finished second.
