UNITED NATIONS, N.Y., Friday, Dec. 9 -- Secretary General Dag Hammarskjold warned the Security Council early today that "deeply disturbing threats had been made by" those in authority in Stanleyville, the capital of Oriental or Eastern Province, in the Congo.
