testimony shows Kennedy might have been shielded by Secret Service agent riding on rear step of auto had he not requested earlier that position be vacated; F M Boring and other agents who guarded him at Tampa, Fla, Nov 18 '64, testified that he ordered 2 men riding right and left rear steps to get off and enter follow-up auto; White House detail chief Behn described criteria agents use for motorcade protection; service Chief Rowley testified it is not service practice to have agent ride on rear step at all times; said no Pres would try to tell service what to do and that service cannot tell Pres what to do for his protection; differed from view expressed by Hoover on curbing Pres freedom of action; curbs outlined; Warren queried Rowley closely about 9 agents who visited Ft Worth Press Club night before assassination and drank alcoholic beverages; 4 of them were assigned to Dallas motorcade; Rowley conceded they might have been more alert had they gone to bed earlier but said they could not have prevented killing; admitted agents merited dismissal for violating rules but feared pub would have concluded they were responsible for assassination; Yarborough, who rode 2 autos behind Pres, said agents did not respond quickly enough; comm disputed view; testimony shows service has greatly broadened criteria governing data it seeks from other agencies on Pres safety; Hoover expressed serious concern about broadened criteria and use being made of data it produces
