Cong conf agrees on const amendment; final form provides that when Vice-Pres is vacant Pres shall nominate Vice Pres, who must be confirmed by majority of both houses; when Pres is disabled and is cognizant of it, he is to send written statement that he cannot discharge duties to Sen Pres pro tem and HR Speaker and Vice Pres becomes Acting Pres till Pres notifies Sen Pres and Speaker that he is able to resume office,' when Pres is unaware of disability or refuses to admit it, Vice Pres, Cabinet majority, or such other body as Cong may piovide later by law shall notify Cong in writing and Vice Pres becomes Acting Pres; if Pres thereafter notifies Cong that he has no inability, he shall resume office unless Vice Pres and Cabinet majority disagree and notify Cong within 4 days of Pres' message; Cong must then meet within 48 hrs and resolve dispute within 21 days
